E-Government Act of 2002

The availability of information, from personal information to public information, is made all the easier today due to technological changes in computers, digitized networks, internet access, and the creation of new information products. The E-Government Act of 2002 recognized that these advances also have important ramifications for the protection of personal information contained in government records and systems.

Privacy Impact Assessments (“PIAs”) are required by Section 208 of the E-Government Act for all Federal government agencies that develop or procure new information technology involving the collection, maintenance, or dissemination of information in identifiable form or that make substantial changes to existing information technology that manages information in identifiable form. A PIA is an analysis of how information in identifiable form is collected, stored, protected, shared, and managed. The purpose of a PIA is to demonstrate that system owners and developers have incorporated privacy protections throughout the entire life cycle of

The New Society of Organizations

Every few hundred years throughout Western history, a sharp transformation has occurred. In a matter of decades, society altogether rearranges itself—its world view, its basic values, its social and political structures, its arts, its key institutions. Fifty years later a new world exists. And the people born into that world cannot even imagine the world in which their grandparents lived and into which their own parents were born.

Our age is such a period of transformation. Only this time the transformation is not confined to Western society and Western history. Indeed, one of the fundamental changes is that there is no longer a “Western” history or a “Western” civilization. There is only world history and world civilization.

Whether this transformation began with the emergence of the first non-Western country, Japan, as a great economic power or with the first computer—that is, with information—is moot. My own candidate would be the

Cows Explain Politics

Cows, Geopolitics, and Big Business

Confused about the difference between socialism, Communism, and the politics
of huge corporations? This basic “dictionary” may help.

Feudalism: You have two cows. The lord of the manor takes some of the
milk. And all the cream.

Pure
Socialism:
You have two cows. The government takes them and puts them in
a barn with everyone else’s cows. You have to take care of all the cows. The
government gives you as much milk as you need.

Socialism: You have two cows. The government takes one of your cows
and gives it to your neighbor. You’re both forced to join a cooperative where
you have to teach your neighbor how to take care of his cow.

Bureaucratic Socialism: You have two cows. The government takes them
and puts them in a barn with everyone else’s cows. They are cared for by ex-chicken
farmers. You have to

What Is a Government Shutdown? Here’s What Happens

Lawmakers are scrambling and headlines are screaming Friday as the U.S. government heads towards a shutdown. But what does that actually mean?

Congress needs to pass a budget resolution by the end of Friday to fund the government. But the political parties can’t come to agreement on the bill, wrangling especially over whether to include immigration measures, like a fix for the Deferred Action for Childhood Arrivals (DACA) program, and whether to pass a short-term fix or come to a lasting budget agreement.

Democrats are blaming Republicans, who control the White House and both houses of Congress, for the mess; Republicans, who need cooperation from the other side to pass the funding bill with 60 votes, are blaming Democrats. (The House voted Thursday night to avoid the shutdown, but the bill now faces a murkier future in the Senate.)

Here’s what you need to know about government shutdowns.

What is the difference between formal and informal politics?

Formal politics is politics as defined by law. Essentially, everyone follows the rules. One man, one vote, everyone follows the rule of law, people can petition their government for wrongs and have them heard, and so on.

Informal politics isn’t really defined, but it is when there are other forms of communication channels used that aren’t supposed to be there. In the United Nations, this takes the form of backdoor channels and is considered a good thing. (For example, two blood enemies talk together secretly to reduce tensions or lay the groundwork for an agreement when it would be political suicide for their citizens to know negotiations are going on. Example: Egypt and Israel peace agreement. Lots of informal negotiations preceded the actual peace talks and agreements.)

In Western countries, informal politics serves both to help and hurt the legitimacy of the political process. For example, Senator Daschle is not
